
Town of South Congaree swears in new Police Chief at Town Council Meeting, Tuesday

The Town of South Congaree officially swore in Carl J. “C.J.” Quinlan as its new Chief of Police during a ceremony held during the Tuesday, Town council meeting. Chief Quinlan brings more than 30 years of combined military and law enforcement leadership to the role, along with a distinguished record of service, training, and operational excellence.
Chief Quinlan’s career spans service in both the United States Marine Corps and the United States Army, followed by decades of law enforcement leadership across multiple agencies. He has served as a Patrol Officer, Training Officer, Assistant Chief of Police, K9 Handler, SWAT Commander, and Special Operations Training Officer. His professionalism and bravery have earned statewide recognition, including the South Carolina Medal of Valor.
In addition to his field experience, Chief Quinlan is a nationally respected instructor who has developed advanced training programs in tactical operations, officer survival, and critical incident response. His leadership philosophy emphasizes preparedness, accountability, and strong partnerships with the community.
Town Administrator, Crystal Bouknight, praised Chief Quinlan’s appointment, stating, “Chief Quinlan exemplifies professionalism in every sense of the word. His experience, discipline, and commitment to public service make him the right leader to guide our police department forward and strengthen trust within our community.”
As Chief of Police, Quinlan will focus on enhancing public safety operations, advancing officer training, and deepening community engagement. Town officials expressed confidence that his experience and principled leadership will serve South Congaree well in the years ahead.
