Phil Carter has been elected to Cayce City Council. He is a former Lexington School District 2 Board member. 

The special election to fill the unexpired term of City of Cayce District 4 Councilman Tim James was held Tuesday. The polls closed at 7 p.m.
Carter and candidates Alex Mowery, and John Raley ran for the seat.
Carter was elected to serve until Nov. 4, 2018, as the remainder of James’ term.
