Former pastor charged with criminal sexual conduct with a minor

The South Congaree Police Department has arrested a Prosperity man on charges of criminal sexual conduct with a minor.

William “Bill” Oswald, 56, was arrested Tuesday, and charged with six counts of criminal sexual conduct with a minor, according to the arrest record. One count involves a child under the age of 11 and three counts involve a child between the ages of 11 and 14.

Oswald said he was a part-time pastor at a small church, according to the South Congaree Police Department.

Oswald lived in South Congaree from 1996 until 2001. The charges are related to that time period.
His bond hearing was scheduled for Wednesday.
