Eagle Scout Nathan Ulmer, of Boy Scout Troop 321, has built and maintained Little Free Libraries in West Columbia’s Fowler Park and at Cafe Strudel. Ulmer was recognized with a resolution in appreciation for his service to the community by the West Columbia City Council, Tuesday. Ulmer was thanked for his “positive impact” on the City of West Columbia.
