Cayce DPS officers cleared in Nov. shooting incident

Two Cayce Public Safety officers will not be charged in an officer-involved shooting.
A suspect was killed, and an officer was shot in a shooting that occurred on Nov. 17.
 
The State Law Enforcement Division (SLED) conducted an independent investigation  there was a “lack of any sufficient evidence that would support criminal charges,” according to a Cayce DPS release from Sgt. Evan Antley.
Demetrius Shelley Bryant, 21, of Columbia was killed in the incident that took place in the 1900 block of Lorick Street in Cayce. Bryant fired at the officers while being arrested on drug charges, according to Antley.
Antley also said the shooting was reviewed by the 11th Circuit Solicitor’s Office.  
The Cayce Department of Public Safety also conducted an internal investigation and found no violations of policy or procedure.
With the conclusion of the criminal and internal investigations, the Cayce Department of Public Safety made a dash-camera video available.
There were two officers involved in the shooting. Public Safety Officer Rhett Kelly.  He was shot in the November incident. He has eight years of law enforcement experience  He joined the Cayce DPS in April 2013.  Kelly has returned to work on limited duty while he continues to recover from his injuries.
Sergeant Frank Ballentine began his career with Cayce DPS in February of 1993.  He has 23 years of law enforcement experience and has been in a supervisory capacity since 1998.

Public Safety Officer Rhett Kelly began his career with Cayce DPS in April 2013 and has a total of eight years of law enforcement experience.  At the time of the incident PSO Kelly was assigned to the patrol division.  At this time PSO Kelly has returned to work on limited duty while he continues to recover from his injuries.

Sergeant Frank Ballentine began his career with Cayce DPS in February of 1993.  He has 23 years of law enforcement experience and has been in a supervisory capacity since 1998.  Prior to his law enforcement career Sgt. Ballentine served as a US Marine.  Sgt. Ballentine is assigned to the patrol division as a shift supervisor and returned to full duty on February 8, 2016.
