Cayce City Council has appointed Michael Conley as the City Manager of Cayce

The City of Cayce is pleased to announce the hiring of a new City Manager, Mr. Michael Conley.

When current City Manager, Jim Crosland, announced his future plans in May of 2025, the City of Cayce and Council posted the vacancy for the City Manager position and began holding interviews. One of those candidates was Deputy City Manager, Michael Conley.

Prior to coming to Cayce in May of 2022, Conley was the Assistant County Administrator for Kershaw County. In Kershaw County, he also served as the Director of Planning and Zoning for five years.

Cayce’s Mayor Pro Tem, Tim James, shared his excitement on behalf of the citizens and businesses, “We are excited to have a qualified internal candidate that could be chosen. In a time of many opportunities for our city, Mike will keep a momentum that reflects that which was encouraged by citizens, business leaders and our previous city manager.”

Under the City of Cayce’s form of government, City Council sets policy and hires the City Manager, Municipal Attorney and Municipal Judge. The City Manager serves as chief executive and head of the administrative branch: hiring employees, setting salaries, preparing, and administering the annual budget, advising council, and managing all of the city’s day-to-day operations.

Councilman Phil Carter cited Conley’s “depth of knowledge of planning and development and his familiarity with all current Cayce projects and initiatives.”

Cayce Councilman, Hunter Sox, stated, “Michael brings the exact kind of leadership Cayce needs right now. At this pivotal point in our city’s growth, we’re focused on being business-friendly, building strong partnerships, and driving forward economic development and revitalization. Michael not only understands that direction — he’s already been helping execute it.”

Councilman Byron Thomas exclaimed, “I’m very excited to have Mike Conley as our new City Manager, which I know he’ll do an amazing job moving our city forward, to enhance the quality of life for our citizens.”

Conley is a graduate of the University of North Carolina – Wilmington. He is also a graduate of Leadership South Carolina, the Local Government Leadership Institute, and the Community Health Institute Leadership Academy. He is a member of the City/County Management Association, the International City/County Management Association, and the South Carolina Chapter of the American Planning Association.
