Bill Banning, of West Columbia, has filed to run for the SC House of Representatives Seat, District 89. It is the House Seat being vacated by S.C. Rep. Kenny Bingham. Banning is a former Lexington County Council member. Billy Oswald and Micah Caskey have also filed to run for the seat.
