The plan was presented to West Columbia City Council at its meeting Tuesday. Council approved a resolution of the the zoning proposal.

Capitol Square, under the plan, will be designed as a centrally located gathering place to facilitate further growth and expansion of the River District, and West Columbia, using innovative design techniques and modern development approaches while honoring the existing architectural, cultural, and social context surrounding the site, Baker stated in its zoning proposal.

The plan includes a four-story 224-unit apartment complex with 18,000 sq-ft. of retail or office space, public parking, and a public open space fronting Meeting Street. Eventually, the plan is to include a 27,000 sq-ft. grocery store and an additional 4,800 sq-ft of retail outparcels.

A national grocer has been identified, according to the Baker proposal. As the property around the site is developed, local small business is expected to lease the retail/office space with casual or fine dining restaurants a possibility, along with specialty retail shops.
