Brookland vote moves project closer to groundbreaking

West Columbia City Council passed an ordinance that moves the Brookland project one step closer to fruition.
Council passed a declaration of easements, covenants, conditions, and restrictions for city parking facilities related to the Brookland Development – to be built at the corner of State and Meeting streets.

The motion was passed at council’s meeting Tuesday evening.
Council also approved a development contract between Brookland Village, LLC. and the City of West Columbia.
The project is being planned by Estates and Companies, which is now based in Columbia. The company said it will move its headquarters to West Columbia when Brookland is completed.
The passing of the agreements, Tuesday, moves the process to build Brookland one step closer.
A parking facility will be the first structure constructed said West Columbia Administrator Brian Carter. The city will be guaranteed 125 public parking spots from that facility. There will be more parking space for the public too, as plans move forward.
And even more parking will be included for residential and commercial use for residents and businesses that will be a part of Brookland, Carter said.
Brookland -that will be built less than a block from the Congaree River- will include up to 235 apartments and condos, with stores, restaurants and offices. The plan calls for four multi-story structures with walkways, open spaces and plazas.
The city has set up a TIF (Tax Increment Funding) to the tune of $5 million for features that are part of the project.
