Newly elected West Columbia Mayor Bobby Horton was elected chairman of city council, Tuesday.

Councilman Tem Miles nominated Horton for the chairman position. No one else was nominated.

Councilwoman Casey Hallman nominated Teddy Wingard for mayor pro-tem. Miles nominated Dale Harley. Harley was elected pro-tem in a 7-2 secret ballot.

Controversy surrounded the council chairman position in former Mayor Joe Owens’ term. Council took the unusual step to remove Owens from presiding over meetings in the spring of 2014, after he and several council members disagreed.
