Cayce City Council approved first reading, Tuesday, of an ordinance that would rezone 45 acres on Lybrand Street from Light Industrial to Single-Family Residential.

Isaac Manning, representing his family, spoke to council before the vote to rezone the property passed 5-0.
Manning said the plan to develop the property into 70-to-80, 50-foot residential lots would generate more tax revenue ($33 million) than developing the site as industrial would generate.

Manning said the homes planned would be marketed for $350,000-to- $400,000. The current median price in the area is $165,000, he said. Access to the development, near Six-Mile Creek, would be along Memorial Drive, from from Airport Boulevard or from Highway 321.

Before the vote, Councilwoman Alice Rose said “I definitely think residential is much more preferable zoning for that piece of property. Mayor Elise Partin mentioned a “housing shortage.”

City Manager Mike Conley explained, also before the vote and in response to Councilman Byron Thomas, that light industrial zoning would allow for warehouses and distribution centers, processing plants and some office uses as well.
