The next phase of this investigation, which may take weeks or longer, will rely on vehicle data from the work van Giovanni Mendoza-Jimenez was driving and for investigators to determine if he was distracted by a mobile phone at the time of the collision. Depending on what information is found, additional charges could be filed.
